Not necessarily. Advebture game just implies game and adventure. Traditional adventure games were more or less a series of multiple choice questions where the player entered in a response that would lead them down one of the paths or options to progress through the game. No action.

Well, maybe there's no Gameplay action, but I'm pretty sure that in the story of those games and in their choices there is some kind of action, even if its only un the shape of words.
