it's kind of irrelevant whether Resistance 2 can move more than Gears 2, both will move very little hardware assuming there is even a noticeable increase.
The fact is the vast vast majority of games don't move hardware, or move very minimal hardware. It's just the internet crowd that labels every good looking game as a system seller.
