He is saying "Full potential".

That isn't to say they don't see a benefit... But you will not get the most out of an SSD on the PS3 and PS4, because the interface that connects the drive to the machine... Isn't fast enough to keep up to an SSD.

For example... Sata 2 will max out at 300MB/s. SSD's can exceed 500MB/s on even mid-range drives, mechanical drives though should be fine, they usually top out at around 150MB/s in sustained.
The main advantage of an SSD though is those access times, that is where the real advantages come out.

Hes saying the same about a 10,000 mechanical drive which is BS. PS4 uses also usb 3.0 as the bus which will uttilize the sata 3 speed, thats why you cant plug in an external drive.
