I'm not sure what qualifies as "full open world", but I'm pretty sure Tabata doesn't really understand the term, or rather, he would not like to have FFXV compared to western RPGs. Because he himself admits the player can freely move in the story region they're taking part, and then move forward to a new region which then again allows for full exploration. You'll also be able to come back to certain regions later in the story.
So yeah...it's open world. The difference is that story prevents you from fully exploring the world from the start.
