Length isn't really a factor, its more about art assets. I haven't played Witcher 3 so I could be wrong but much of its world is probably quite generic compared Final Fantasy VII which goes from one area which is grungy, steampunk inspired Sci-Fi, Another which is like a modern day harbour and then another which is like a Rural Japanese village. Its probably a lot easier for the Witcher 3 team to reuse and repurpse assets then it would be for Final Fantasy VII. CGI cutscenes are still a part of the FF franchise aswell.
Not saying its impossible to fit it on one disc but by default I'd expect it to be bigger then any western RPG we've seen this gen. Final Fantasy XIII took up 3 discs on 360, whereas Skyrim and Fallout all fitted nicely on one.
