Very beaufitul OP! I'm baffled to see that you really understand Brazil and its multicultural space.
As a brazilian myself, I always wished for a Pokémon game centered here, the reasons were already listed by OP. But maybe this kind of game would be better on a much more capable decive... the 3DS is too weak. Hopefully their next portable is strong enough to handle a country as big/multicultural like Brazil.
