It's literally for internal complications of marriage, will and business between Muslim men and women. It doesn't apply to any non Muslim and it means and affects no one who isn't Muslim.

Being gay is illegal, and means you could be stoned. Killing infedel's also allowed. A women who is beaten is punished just as much as the person who beat her, ect.
