This is a Afghans practise known as Bacha bāzī which involves the molestation of young boys by older men. This is ingrained within the afghan culture. Both British and American soldiers were told to turn a blind eye to this abuse when serving abroad. It is not racist or bigoted to say that afghan men of a certain age should be sent to a re-education camp where it is explained to them in clear afghan that this type of behaviour would not be accepted or tolerated.
Both abusers should have their finger prints taken and sent on the first flight back to Afghanistan.
