Pretty sure there are plenty of sites you can buy a psn card from using paypal or a card that is not from the uk. Been doing this for years and never had an issue.
cdkeys has been my favourite. Also, shopto if I'm not mistaken. It takes about 1 minute to do it, so I don't see the problem.
