It's because people would abuse the system to circumvent different tax rates per country. Of course people still manage to get around this while people that actually move are disadvantaged.
I used to live in Europe and had an Amazon US account, when Amazon came to Europe and I switched to Amazon UK. Later I moved to Canada and now use Amazon Canada. I never had trouble paying with credit card yet after all this shuffle Kindle books are firmly off limits to me, I always get unavailable in your country and am not allowed to buy from US Amazon. Whatever, I prefer physical anyway.
