Interesting... So basically Europe occupied by USA... Which is covered as 'NATO Allies support'. And occupation forces increases in 2017, no matter which president will be elected. Am I understanding it correctly?

If this is something Obama is pushing through, then yes, this happens in 2017 regardless. Only one candidate (Sanders) would possibly pull those troops back out, though, so this is something that would probably have taken place regardless.
