On a serious note:No

Not only are you wrong about them selling bad, and there are several cases that proves you wrong(Monster Hunter, Bloodborne, Souls Series, Resident Evil, Final Fantasy, Persona 5(most likely),Nintendo games in general, Metal Gear Solid 5,and so on), but making the same franchises for smartphones wont necessarely make them sell more or more popular.

So yeah..... bad idea.

Problem: People aren't buying Japanese games because they're not as good as they used to be.
Solution: Make them even worse.

Yeah, not sure about that one...

^Both of these. The mobile market is radically different from the console market. It's incredibly oversaturated, the consumers are very fickle, and the kinds of games that do well and fit the format are far more simplistic and geared towards casuals (most are puzzle games of some kind) than the average console game. There are still many Japanese series that do well, and they would likely be ruined by shifting to mobile or would cease to exist because they just don't translate to the format. All in all, Japanese devs all shifting to mobile is an incredibly bad idea.

Console gaming = Loyal fanbase for your franchises and for your Brand, guaranteed money if you don't screw everything up, + Brand Recognition + New tittles and even more Money.

look at CD Projeckt Red, The Witcher 3, sold more than all their other games combined, now they will be a Major developer and will also make new games like Cyber Punk, with the money of The Witcher 3, and will have a Fan Base.

compare Bethesda, before Elder Scrolls 4, and 5, and After it, now Bethesda, long ago a Niche developer with minor tittles (Was PC Only, that was very niche back then) , now is able to create a Huge Hype, with Fallout 4, and Fallout 4, only had those people talking about the game, because they were Skyrim, and Oblivion's Fans, and they were in a Dry for a New RPG, from the ones that made those games, they were not Fallout fans, look at Fallout 3, sales, and look at Fallout 4, this is what i said before "Brand Recognition", you can make any Game if you have the Brand Recognition, and it will sell well,  and will  give a lot of profit, this don't happen on the Mobile market.

Mobile Gaming = Loyal Fanbase (only for your game, not brand, or franchise), people can  stop of playing your game in just 1 day because the next big thing is out, and you will be Screwed, This means that you will need to do shit Puzzle games , all copies of Tetris, do don't lose money when this happen = a Over-Satured Market, because we will have 2000000000000 of the Same games, without any love, because will not have a Fan-base, and will not have quality games.
