Provided they stick to their promises I have nothing wrong with this approach.
It may have started light on content thanks to it being rushed out for Capcom Cup but it's supposed to be supported with free content for years and years.

Anybody disappointed, it's their fault!?! Jesus Christ.  In that case, anybody disappointed with anything is at fault because they didn't research enough. Didn't like Mass Effect 3? It's your fault for not knowing the ending sucked.  Anybody who spent money on SFV bought it with the intent to enjoy it. Street Fighter is THE fighting franchise. Capcom doesn't get a free pass for releasing a game so low on content because the told us it would be low on content.

The game cost $60! What if Uncharted (or Hitman--which actually did this but gives us the option of buying it in chunks) was only two levels but promised more levels in the future. Is it still a 10/10 despite the fact that Naughty Dog said "It's only going to have the action sequences. We'll give you the cutscenes, later."

It's our fault, right. A game many people play for the amazing story suddenly not having a story. Can't be disappointed because they told you, right?
