I think the people that say that smply just don't get how hardware works. 

It's not just that the PS4 is easiest to develop for its also that the PS4 is just all round more powerful hardware. So even though you can get Xbox APIs to a level where it's just as easier to develop for or even easier they can never get it to do as much as the PS4 will do. 

With games where there is hardly a difference between the two platforms, I think in those cases it all boils down to how the devs approached the platforms. They probably just made the XB1 the lead console platform then ported over from it to the PS4. In a manner of soesking, if you can get a game to work on the XB1 then it will guaranteed work on the PS4. 

But even with those games where there is very little to tell the platforms apart,the PS4 is still usually the better performing version.
