I am almost certain the upgrades to PS4 will not affect games only media but hypothetically if they was considering upgraded hardware vs your ps now solution I disagree with PS4 now a better solution.
With a upgraded ps4 you could still release a disc games as normal. Everyone would buy the same disc and for those with the more powerful ps4 it would simply download a patch that contain higher resolution textures etc.
You already have to download day one patches on most disc games anyway before playing.
This would cure most confusion because all disc games work the same, for some it just look better.
With the PS now solution you have to pay monthly forever if you want to see the games at a higher resolution. With the revise hardware solution it a onetime fee and then you download a few patches and you set for life. Also if you live in a location with poor internet it gives you an option.
Split userbase is less of an issue assuming all games work on all PS4, the only different is the graphics. As long as any game you buy simply works in your ps4 regardless of the version most people just not going to care. If they cared that much about graphics they would of gotten a PC.
There a major problem if it affect game-play or what games you can play. If it only affect graphics there be very little confusion because there nothing extra to consider or worry about when buying games.
