I'd say that it looks ok, not bad but not great. But I won't judge it until we see more footage from it.
That said, and moving a bit aside from the game itself, the selected 1600x900 resolution is odd for a monitor, so maybe it was recorded from a laptop. And the player sucks, he can't take a corner properly (tho if he's using a laptop, maybe he doesn't have a gamepad or wheel).
Lastly, on a side note, I miss Top Gear
