Console gamers are a broader demographic so generally speaking, yes. The reality though is that gimmicks are easier to pull off on consoles because hardware developers (sony/Nintendo/Microsoft) create in house experiences for their gimmick which help push. They also market and bundle their gimmick alongside their general brand. Its much harder to do this on PC and most periphieral makers do not have reputable in-house developers.
Facebook could market oculus rift with 90% of PCs sold (from Dell, HP etc) and it'd a complete waste as most PC owners are not actual gamers. Almost all console owners are gamers or at least someone slightly interested in gaming, so when microsoft makes kinect a focus of their marketing it has real impact.
