Just to add a little to this piece of news (avid Windows Phone fan since the WP7 days), the promise was broken partly (if not wholly) due to the poor feedback from Windows Insiders who were using W10 Mobile on those affected devices. The feedback for stability was so low that they decided not to give users of those phones the update. That doesn't excuse not trying to support them eventually, but it partly makes sense why they backtracked. I'm using an 830 so I'm not affected, but my partner uses a 1020 and I'm disappointed to hear this news. I wanted her to upgrade.
