Well the current buy back % is 0 so.... I can't see why people wouldn't take 10%

All we know for certain people often trade games for less at Gamestop.

I can't recall a time somebody's has only gotten 10% value at Gamestop. For new games it's usually 30%, and even for crappy old shovelware they're giving you around 20% at least, even if you're only getting a dollar.

OT: This IS a neat idea but it won't do too well for consumers until the game is low in value. Theoretically I could sell back my $60 digital copy of Halo 6 for $6 way down the line and make back much more than 10% of the current value. I think there will be a limit on how long you can wait to sell back for 10% of the original purchase price, otherwise Microsoft will get bit in the ass like two years after they enact this. Then again, maybe the extra revenue from digital sales will make up for the minority of owners that sell back?

You should check out my YouTube channel, The Golden Bolt!  I review all types of video games, both classic and modern, and I also give short flyover reviews of the free games each month on PlayStation Plus to tell you if they're worth downloading.  After all, the games may be free, but your time is valuable!
