Microsoft opening online play between Xbone/PC and other console networks (Update: Sony "responds")

For crossplay to work.. will it not atleast have to run at the same framerate..?

And also what about higher resolution on pc..?

 If pc gamers are looked to Xone specs.. I could see them be pissed about it..
