I bet you anything, that if they are selling them a 3$ a peice, the actual manufactureing cost is probably somewhere around 1.5$.
Now theres probably cheaper ways to produce a cartridge than how USB thumb drives are made. I wouldnt be surprised if you could get manufactureing costs down to under 1$.

One problem. Well. More like 3.
1) Endurance.
2) Read Speeds.
3) Write Speeds.
In order to increase Endurance you want some spare area and some good firmware, meaning you need more memory, better controller.
For higher read and write speeds you need more memory chips in parallel to extract more performance, then you need a memory controller that can handle that, that drives up the price considerably.
Otherwise you might end up with a drive that only lasts a short while... With 10Mb/s Read/Write speeds, slower than bluray, meaning any effort was for naught. (And it would still cost more than stamping plastic discs.)
All well and good to use a USB Flash drive as an example, but it's not going to be the same thing.
