It realy does not work like this, ye you can't brute force things cause you generaly have less of each "thing", less memory, less processing power, less video power etc. But they are built in an optmized way, if that wasn't the case consoles would be CPUs with a space for you to insert disks, it is a specialized architecture and the difference between someone who know how to harness this extra oomp this specialization gives and someone who doesn't is monstrous. A PC with the exact same specs as a PS4 would need some sort of miracle to run UC4 with this level of visuals, and any devs that just brute force PCs to get super good graphics will end up excluding lower end PCs from being able to run the game wich is very bad for sales.

PS4 and Ones are closer to pCs than any other console before tough, so things might have changed a bit (or a lot) but anytime I see a PAS4 pulling a The Order or UC 4 kind of look Im lead to think otherwize.
