MGS4 -9 hours of cinematics, 21 hours gameplay=30 hour game. Good or bad?

Nope. MGS1 is the only one I recognize is a very good game, but still not as good as Thief 2. MGS2 and 3 just followed the hype and are nowhere near as good as the first 1.

 

Agreed that is kind of like most series: take Halo series and DMC series. They both peaked with first game in the series and fell away. Movies are sinilar the original is often the best in the series and the sequels just have something lacking compared to the original- been there seen it all before.
