You can play the entire solo campaign without PS+, though the game does require a constant online connection. You even see other players running on your screen when you get to safe zones. I don't know about the Dark Zone, but I know for the beta, you could still access it without PS+ (though that's probably because it was a beta).
I too do not have PS+ and have no intention of subscribing to it, and the Dark Zone actually doesn't interest me (never been much of a PvP gamer).
