These animations are indeed exceptional (for a game that doesn't entirely run on scripted events) , and everything else is high quality. Nevertheless, it doesn't take insanely powerful hardware to do this. As has been mentioned, a lot of the events are scripted and the context limited (as they are cinematic rather than interactive) in Uncharted games.
Different games have different priorities, and Uncharted is the type of game that isn't too limited by the PS4's hardware (or any modern hardware for that matter.)
That doesn't take from Naughty Dog's accomplishments though, as the game is quite impressive visually in almost every way, including the art-style (in my opinion.) I'd just be cautious in saying it is the most graphically impressive game in existence.
