Last year, I stumbled upon on article from a Japanese media firm claiming that Nintendo had halted production on chips for the Wii U at 20m units after the 2014 holiday didn't light the world on fire.

Even if not true, it can't be denied that Nintendo has been content to under-ship products lately, if it means that they only spend exactly what's necessary on production costs. Looks like they don't want to buy back any Wii U's at the end of the year, even if it means that they cut into surging (Japanese market) sales right now.
