That would be the best method. If everything was unlockable then there would be no problems. Personally, I don't want any gaming toys at all. Even if Amiibo were free, I'd rather be able to unlock the extras inside the game itself than own some toy that's just taking up space. That way, they'd be good for children who want the toys and might have trouble unlocking stuff anyway.
