Sony would do that if the market was big enough for that. However I bet they did the math and figured a full redesign with slim Cell build in (cheaper than brute force) will have to be sold at a much higher price than buying a ps3 and ps4 slim separately.
Having separate hardware profiles goes directly against the fixed hardware spec that is the strength of consoles. All that would do is eat into there own profit margins and add a lot of extra work to QA in game development. This is the time in the gen to make money from optimizing the production process and selling the cheaper console to the majority.
