Yes, he is. You have to factor in a lot more things because 4-7 seasons ago, they weren't that good. The players Arsenal had weren't world class, internationals but not the best, they have 2 now so yes they should be doing better but so should Mourinho with a team that won the league last year. Liverpool have spent more than Arsenal by a long way over the years and other thn one random Champions League win, they've only finished above them once.

In reality we will never know unless he leaves and goes to another club before retirement. I personally think he should have left after the FA cup win after the trophy drought and left someone else have a go then. Leave on somewhat of a high. Him leaving could cause a Fergie like void however, where the new managers haven't done as well as they should have.
