Fair, sorry, let me rephrase. It launched a game missing features that have been standard and expected by most street fighter fans to be on the game. They are now not on the game but "free" dlc to have the appearance of more free content. This obviously did not sit well with many people who bought the game. It is shown in it's poor initial scores on store sites and fan reviews. If you launch a bare bones game and don't feature very much single player mode at all, your online has to be solid, it was not. That made the lack of, and later appearing single player dlc's absence even bigger.
You can unlock costumes that you can pay for, from a dlc store that didn't exist at launch.
No paid dlc is true, but they still will release multiple versions of 5 to get more $$$ from loyal fans. So I'm sorry I made a harsh comment that may not have been true. I just don't like the way capcom treats it's fans.
