They say this like it wasn't already a thing between PS3 and PC back in the 7th gen, and that the indie game Rocket League does this, and Street Fighter V.  Why is it so hard for MS to have it's own platforms interact in this way?

Also a F2P cut down version of Forza and other games? Interesting approach. Will PC gamers get enough of a fix of these games, or will they feel compelled to buy the console for the full experience.  But that doesn't really gel with a commitment to gaming on PC. It's still about driving the Xbox console and just using PC as a marketing tool.

Ultimately, Spencer says, Microsoft’s goal is to meet gamers on any device, enabling them to pause a game they were playing on an Xbox and pick up where they left off on a laptop, or, eventually, even more mobile devices.

Fine, but that's not what the segment I quoted says. It talks principally about competing against PC players of the same game. And in order to pause on Xbox and play on PC/Tablet you can't have an F2P "variant" of a game you have to have the exact same game.  Unless you're streaming from the Xbox; which is still not supporting PC with games because you still need a Xbox to play the full game.
