MGS4 -9 hours of cinematics, 21 hours gameplay=30 hour game. Good or bad?

That's a false assumption actually.
Metal gear games have always been about cinematic story telling even in the ps1 and ps2 era, they're just sticking to the formula, the formula that made the Metal Gear franchise what it is today.

I beat MGS2 at about 16 hours and MGS3 at about 19 hours in my first playthrough.
I would be happy if MGS4 lasts me 30 hours.
