I think you might want to look up the word "literally," because it certainly doesn't mean whatever you think it means.

The 2.5 D perspective is very much inspired by Tekken; the developers have said as much in interviews, and considering it was built on the same engine that Tekken runs on, it would pretty much have to be inspired. I'm not sure how you can really argue against that.

As for the control scheme, it's a simplified version of the control scheme, obviously, but one still heavily rooted in Tekken, designed for dashing in quickly and trying to get a set up on your opponent, while spending most of the game in footsies.
