I think it's more important to Roxkstar that the game is a hit, despite the huge budget. Sure success was almost guaranteed, but still...
So if they don't have the greatest game ever, I don't think that will matter to them.
Nor will it matter to Nintendo much. The systems are still printing money, after all.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
