It is and it's setting the groundwork for potentially 8 years of support as a competitive game platform, but SFV as released is really for the competitve players and hard core SF fans.
I would be surprised if anyone (the ones who are playing as opposed to those opining about something they haven't bought) was complaining about the game play mechanics, character balance, elements related to designing a game for a high level of competition, etc.
