Happens plenty of times with Vita versions as well, luckily (for me) not in this case, but I've seen a number of times that's been promised as a platform only to say it's not possible.
Normally it's because the original plan goes haywire, normally because they assume Vita can run it but it actually can't without a lot of optimization, so they don't bother.
I honestly feel the reason given is a bit better here. If the engine maker and Nintendo promised it would be supported, and that support never materialized, then it's really out of the dev's hands. Cost of developing in another engine would be much more than they anticipated.
