Tie ratios have historically been the highest in North America (USA accounting for the vast majority of sales), so a console that is US-centric like the Xbox One will look better on a per-user-basis than a console like the PS4 which is successful in more than one region. Of course, the actual software output of a publisher also plays a significant role, but even European companies often favor the American market because of the historically higher game sales.

EDIT:

Here, I'll explain it with simple maths.

PS4 installed base: 100 in America, 100 in Europe.
X1 installed base: 100 in America, 25 in Europe.

American gamers buy 2 games during the time it takes a European to buy one game.

300 PS4 games sold. (200 in America, 100 in Europe.)
225 X1 games sold. (200 in America, 25 in Europe.)

How many games does the average user buy?

PS4: 1.5 games. (300/200=1.5)
X1: 1.8 games. (225/125=1.8)

Conclusion: The average Xbox gamer spends more money than the average PS4 gamer.

Not really even if i count the Wii U in the mix

Western Europe = ~150 Million games

NA = ~165 Million games

Using VGchartz numbers and yes Europe numbers here are only western Europe. So Canada and the US also have a higher population
