Agreed, Playstation VR is LiquidVR compatible, so Vulkan graphics Api is prevalent in now.
Android OS
LinuxOS's which Steam OS is one.
Apple has Metal
Microsoft has access to DirectX & Vulkan for Windows 10
So Sony's able to leverage a graphics Api on all but one above , Apples Metal all from Vulkan Api.
Since Linux and Android pretty much can run on anything, Hell even Microsoft's Windows 10 has a Android App player . Sony I think was wise to concentrate on AndroidOS.
