If Sony made their own OS and if it could play PS4 games would you use it??.

So would still stick with Windows and Windows alone. If Sony wanted my money for their PC games they'd have to release them on Windows, it's as simple as that.

And that is a very good reason to stick with windows OS, not problem there, but as pointed out Sony is also supporting an OS now outside of windows OS based.

Sony Sold off SOE, their PC arm, but in the case of Mobile they are investing more into chips and network structure to include AndroidOS so really , Windows OS is understandable not a priority platform for Sony, as for making an OS its not making a OS per say, but it is tweaking the OS to support PlayStation.
