yes why not if it still supports Physical PS4 games it would make the OS superior to Windows Gaming in every aspect. They could allow at least the base PS4 games to run on it, the developers could choose to launch the game with scalable graphics settings or patch them latter.
Dual OS is no issue for me because i already have to deal with it duetto Windows incompatibilities to run older games even 8 years older games. Thats why i also still have XP, its really no rocket science to launch a second OS just press F8 while booting and then select the Harddrive where the OS is installed
