Well technically they are creating it. They never once said they were scrapping GFWL forever. The way they are going about it now means they will only release the majority of their games onto their Windows 10 store (hur, "we're not competing with Steam" > opens up shop) and theywill only be playable on Windows 10 and X1. You won't be able to really mod those games in much if any way either. The way things are with them integrating Xbox into the OS and store while locking PC ports to Windows 10 only effectively means it's akin to GFWL 2.0, the OS/store lock with mods of any sort is basically DRM itself, just double layered (Steam counts as a single layer but an OS/Store lock counts as double).

Apart from me not liking 10 at all and opting out of using it, the general idea of them wishing to lock all those ports to the W10 store and OS is enough to put me off along with no mention of mod support at all. You are basically playing where they tell you to play once you buy the game and what you can/cannot do with your game.
