Technology is doing it's thing: coming up with fossil-free energy solutions. It's just that people/corporations are reluctant to take them in use cause it costs money, which is why you need a carbon tax to incentivize it.

Or maybe the fact technology like this will be more of an incentive because in the long run it pays off over time. For example, I know someone who runs a taxi company and he switched to hybrids which over time saved him a lot of money because it takes about 15 dollars to fill up the tank and hybrids last longer.
