Only reason people aren't picking Vader is because they just judge on the original trilogy choreography, in which case Luke Skywalker would get destroyed by anyone from the prequel trilogy too. It's just because they're older movies with slower paced fights.
Character wise Vader is meant to be much more powerful than Maul.
