Default starts from the 15th century it seems, and I don't like that time period as much as the Middle ages.

In EU the easiest country to start with is probably england because they are reletively powerful and isolated, france can be a bit of an issue early on for them because of Englands French holdings, but if you just relinquish those and concentrate on uniting the british isles then you will mostly be left to your own devices allowing you to get aquainted with the game and its mechanisms.

It is a game that can require a bit of time to get comfortable with and the ingame tutorial is shite (atleast it was for EUIII I didn't play it in IV) so I would also recommend watching some recent lets plays for EUIV (For EUIII it was Shenryyrs Ireland world conquest that allowed me to actually understand the game).

As for the differneces between CKII and EU the major one is its focus, in CKII you take control of a bloodline i.e. play as a monarch and then as their crown heir when they die and so on. Whereas with EUIV you control a nation and the rulers largely don't come into consideration (although monarch points do change how you approach nation building). The biggest effect this has on the game is in how much land you can control, in CKII your characters abilities determin how many territories they can directly control, and thus what they need to divvy out to vassals. In EUIV you can control as much territory as you want without any penalties to your capabilities, although other nations will have their opinions on that.
