I don't doubt they would love to sell the beta test to everyone. Ofcourse there is positives to this practices, as it gives devs the resources to fullfil their vision (if it's extremely successful like Ark) and it's certain all major bugs will be documented and should be ironed out for the official release.
But the devs could also just pack it up and run with the money, like the DayZ creator pretty much did.
And playing games in a rough, hardly tested state actually isn't all that fun.
