You are deviating the subject.

Broken games have nothing to do with releasing a Beta as a finished game.

The fact Starbound is on Beta for so long is concerning, and PS chooses not to sell Betas, which if dropped will give them a headache, and Starbound is far too long on Beta, that's it, that's why it didn't came, and if it was supposed to come back in 2014 it was because it was supposed to be getting out of Beta and it's 2016 and it still didn't, that's it, PS don't have an early access program, it sell complete games.

As I said, it's a shame Starbound went that way, I can and do understand alpha and beta phases, but I don't like when it reaches Beta and keeps that way, it not properly releasing a final build, which can be expanded and polished by the way, it's a shame.

There have been plenty of games that have been in ea for a while now, what concerns me the most out of all of this is that it takes a dev or a few maybe 2-3 years, sometimes a bit longer if they are using their own resources, but with a company as big as SE it apparently takes a decade to make a SP game, I'd find that a bit more concerning because it shows just pouring truckloads of money and hiring a lot of people didn't seem to slim down the time at all. Also for Starbound the game was more or less in early Beta near the practicalend of 2013, to expect it to be fully finished and completely fleshed out some months later on nother platform is expecting a bit much from a small team, especially when you compare it to say AAA games that end up coming out the door being hacked to pieces or buggy day/week one and costing a lot more at that. Concerns of a small indie dev team aren't one of my main concerns, it's the AAA teams and pubs that have the actual power and money that seem to take longer or botch things up is what concerns me the most.

In the end PC folk still got to play it first and are still playing it, same with XBox folk who are playing ARK and once it "fully releases" they will still be playing it and then PS4 folk will too. The other thing to note is that PC still has games that haven't been released on PC for quite some time and some that never have. Recent memory shwos we've got XCOM 2, the devs haven't completely said that consoles are out of the picture but it shwos PC got to play it first, that's where the game is at if we go by this type of made up rule.

I think it's a shame we have to wait a decade for a AAA game from a corp that is stupidly rich, I can respect a guy in his garage or home/small office toiling away at his own creation, with his own resources, it happens a lot with smaller guys but with bigger corps and more power/money, the expectations are quite different for me. THe way you and I see polish seems to be different, I'll note you that.
