Sega is scared because the west isn't as interested with Japanese cultures and such (Not saying everybody in the west is like this). As well Yakuza series wasn't exactly huge in the west either. The west prefers GTA and can understand it more in a relatable sense.
Sega's not the only one either. Capcom stated last gen that they weren't planning on making an Onimusha game because of the same reason; the west just isn't as interesetd. But those Dynasty Warrior games are keeping it real because they keep pumping them out regardless lol.
Let's hope things change and we can get more Yakuza and even a new Onimusha game.
