I probably won't post again after this one.
I can hardly call this racism. Racism is targeting because of race. They seem to be targeting as a reaction to many events. EX: If we know white gangs in Chicago killed 50 people, and then a bunch of black gangs banded together to beat up all white people that are ganging up in their 'territory'. That would be called gang warfare not racism. It seems very close to racism, but its just a reaction.
Both forms are obviously bad, but I am a pacifist.
