Of course will come to PC eventually. I believe the early rating for PC is to cut costs by doing them at same time, but the release must be at least 6 months after the XONE release.
Rest assured, the brazillian governament leecher charges real money for the rating, so Microsoft would only pay for it, if the game was going to be released for PC.
