The Imam spoke in either German or Arabic. That then got dubbed over into Russian for REN TV. Then it got translated to English. And as I pointed out, the people who did the translation to English for that article have an agenda, so that step alone isn't trustworthy.
The IBTimes sentence given was "If they're half-naked and wearing perfume, it's not surprising that such things would happen". And if you think about that sentence, you realise that he wasn't apportioning blame with it.
